OK, I'm going to try to answer the questions I know the answers to..
1. managingEditor vs webmaster -- the ME is the person responsible for the
content in the channel, and the webmaster is the person responsible for the
file on the server. The ME is the person to contact if there's an issue with
the content, the webmaster if there's a technical issue. They can be the
same person of course. The information required is an email address.
2. skipHours and skipDays -- work separately. Any hours you have in
skipHours are skippable all days of the week, any days that are skipped are
just plain skipped. The purpose of these is to conserve bandwidth.
3. lastBuildDate vs pubDate -- some publications are daily, for example
newspapers; or weekly, InfoWorld (although with the web they're more daily
now). The pub date is the date the issue is for. It's a date-time, as
specified in several RFCs.

If we're not conforming to this format everywhere, we want to be, so treat
errors here as bug reports. Let's get them uniform.
lastBuildDate is the mod date for the the channel, it's the last time the
content it contains was modified.
