There is no reason they can't be. However, what I want to do is first
understand what data/metadata is needed for data syndication, independent
of the type of data being syndicated. It's easier to do so without having
to worry about RSS legacy issues (channels, items, etc.) and the
complexities of RDF's XML syntax.  

Once I/we/whoever have worked out a set of core issues taht need to be
dealt with and a set of natural semantics for making statements about
these issues, then I /we/whoever can go about translating this to RDF
modules, or to an RDF-free language if anyone wants to. This could then be
used in some future RSS version, or it could be used in generic
syndication tasks that have nothing to do with RSS.
