I don't know if prior knowledge of Dublin Core is necessarily important.
But having a spec that shares common data elements seems advantageous.  Is
there a requirements proposal that the revised RSS spec that's
contemplated here is to fulfill?  I think we need a requirements matrix
here just to keep track of what RSS, the proposed RSS revision, ICE,
NewsML, XMLnews and who knows what other "standard" are fulfilling.
There seems to be a lot of overlap and competing interests here.  Does
such a matrix exist?  URL's appreciated!
