If everyone who wanted to fork any spec could force this question there'd be
no purpose in ever stepping up and creating something new. As soon as it
gained traction some group would claim "community consensus" and redefine
it, for no purpose of course, because then immediately some other group
would do the same thing to them. This is not a safe way to design formats or
do community development. There's got to be some base-level of honor and
trust, that's the real problem here. Dave
