The W3C doesn't generally 'rubber-stamp' standards developed elsewhere; they
like to take a hand in the development, to make sure that it represents its
members well.
The closest AFAIK is the XML Protocols WG taking on SOAP as a starting
point. Arguably, RSS (some version) could be submitted as a Note, and then
it might go on to become a WG in a similar manner.
(I'm not volunteering to do this, as I have a lot on my plate right now;
however, I'd be happy to help if others came to this conclusion).
I'm curious; why don't you want to see RSS go into a WG?
