XML::OCS for perl?

I am preparing to make available the RSS feed information
I have for the slash sites we know of and am looking for
a perl module like XML::RSS. I'm not seeing any reference
to one that exists so unless someone knows of one I'll
just write one and submit it to CPAN.

So far I have found one draft for OCS at:
http://InternetAlchemy.org/ocs/directory.phtml

Is this pretty much the current standard format?
