While there does tend to be some start-up rush of messages, FAQ lists
(document lists in general) don't generate a lot of traffic.  In fact,
most of the FAQ content stuff will come interspersed in other threads
with someone simply saying "this should go in the FAQ".

My suggestion would be to start here in syndication and only create a
new group if/when traffic warrants it.
