If you are going to put from the efforts of volunteers you might want
to opt for a "Open Directory Project" [1] approach.  Dmoz provides an
the opportunity for everyone to contribute: people could maintain the
categories they are interested in and once the gained some experience
they can move up and maintain more general categories ...
