Mike,

Have you considered logging IPs on a per-feed basis and restricting them to
once per hour or so? I don't know how heavy your site usage is, so I don't
know what kind of resource strain this might cause, but perhaps it would be
worth it if it reduces the strain from "feed abusers"...
