Motile OCS documents?

The top rdf:description for OCS documents [1] has the current document for 
its "about". What if I don't know where it's going to be? RDF parsers would 
balk at leaving it out (I assume); I wouldn't be surprised if leaving it 
empty did. Do OCS consuming agents tend to care about the root 
rdf:description's "about" attribute?
