If I may be radically flamboyant, it's:

 - so Dave Winer can continue to be the spearhead.
 - so Dave Winer can filter out sites and
   comments he doesn't care to let have the floor.

As such, I care little about RSS v0.94 - I have no time to run around to
all the little websites, trying to play catch up in a discussion that,
ultimately, won't be forever archived.
