Low Story Volume RSS Feeds

Thanks to everyone who has been so helpful with creation and 
publicizing of the Christian Science Monitor RSS feeds.

I'm trying to get the tech resources to slice the CSM content into 
thinner slices.  The website has 54 different second-level hierarchy 
categories.

The issue is that some categories could go several weeks without 
having any new stories.  Would RSS users find it valuable to be 
alerted to the occasional story on a subject (say Environment or 
Space), or would they find it annoying that the feed rarely updated, 
though the RSS file itself was re-uploaded to the server every 
weekday?
