Bill Kearney was able to build these tools with the actual implementation of Radio:

XFML.root: Exports from your Radio posts to an XFML file.

RDF.root :  Using it [this tool] will allow your Radio8 install to produce RSS-1.0 XML 
feeds.

So its possible to output something else than RSS 2.0 with Radio.

At what kind of templating system are you thinking for RSS? I'm curious.
