And I had mentioned it on the syndication and aggregators lists the
day after.  There was some good discussion but it fizzed quickly and I
had too many other thing pop up that prevented me from pushing it
along to a final solution.

I'll try not to let that happen this time.

Dave knows this but many here do not...

A small group got together to discuss this problem on Sunday.  While I
don't remember everyone who was there, we had at least Jeff Barr, Dave
Sify, Tim Bray, and Sam Ruby present.  Sam took some notes that I hope
will be on-line soon.  They're the result of a 1.5 hour discussion of
the problem and some ideas about what would be required and optional
in such a specification.

I hope that may save some effort here.

I've pinged Sam but haven't heard back yet.  (I may not have his
correct e-mail address.)  He's probably catching up from the weekend.
Our plan was to get the notes on-line in a readable fashion and then
bring it up on the mailing lists
