I've heard this concern elsewhere, and can explain.

At Harvard Law School, the root of all our weblogs is:

http://blogs.law.harvard.edu/

And each user has a weblog one "level" in:

http://blogs.law.harvard.edu/foo/

A frequent question is whether or not there would be a myPublicFeeds.opml at
both levels.

I've been saying no, the point is to have a list of all public feeds on the
server, but I'm not 100 percent sure this is true.

http://blogs.law.harvard.edu/myPublicFeeds.opml

We really need a user narrative on this, from an aggregator point of view.

"First the user does this, then this, then myPublicFeeds.opml is read and a
list box presented to the user."

Something like that.
