This makes sense for more general files like robots.txt, which could apply
to every website, but for RSS it seems a bit silly. There are tons of
websites out there and RSS is only applicable to a few of them, and actually
supported on an even smaller subset. It seems to me this would only result
in a whole bunch of wasted requests and 404s. I think it's much better to
have RSS registries, like:

http://static.userland.com/myUserLandServices/serviceList4.xml
http://www.xmltree.com/xml/rootSchema.xml?keys=&schema=11

Why do you think a specified location would be better than the current
system?
