I've been talking to a programmer at a professional CMS company. He's
been struggling with the "Really Complex Syndication" formats like NITF,
ICE, Prism and Newsml. 

Can anyone give a quick summary of the current state of these? 

Are there any reference implementations? 

Are any of them actually being used?
