I disagree with this idea, it's not necessary.  It would be a good
recommendation for new feeds but there's over 13,000 exisitng URLs for feeds and
the staggering majority of them do not use .rss. Nor will the mechanism that
creates them readily adapt to doing it.  Using <file> directives will do exactly
what's needed for feeds delivered from Apache systems, of which a great many
are.

I do agree, however, that using an application/whatever type is a good idea.
One that should work it's way into the spec and be strongly encouraged as a best
practice.
