I think we should define a flow (as complete as possible) for this
notification system since it can be more than this specific case.

Syndicators could ask to be notified when an item is updated, but also
when the content of a channel is updated (to replace the polling by a
real push) and when its structure (or release) is modified to answer the
question from Steven Roussey[1].

Publishers could ask to be notified when an answer to one of the
published item has been created or updated, but also when a syndicator
begins or stops using its channel (would be nice to have a list of sites
using your feeds).

There are probably other useful notifications to define...

Note: I hope I am using here the words "publisher" and "syndicator" in
the same "direction" than you (for me a publisher "publishes" RSS feeds
used by "syndicators" to show on their sites).
